Yes, since the strength of the signal the phone transmits is determined by how well the tower receives it, and if the phone is receiving a weak signal, the tower is too.
If the signal is weak enough that the phone loses the tower, that imposes additional drain, since the phone starts hunting for a signal and that takes a ot of power.

If u have weak lte u can always drop to 4g and may have a closer tower.
