My gfs sgsII surname on only to get stuck at a prompt saying please do not turn off target. Downloading. With a pic of an android. Any similar issues?

your phone is in reboot recovery, i think if you power off your phone will be bricked.

This actually happened to my sister when we both bought a Samsung Galaxy SII. At first sshe didn't know what it was. What was happening to her was that he was charging her new Samsung Galaxy SII with an LG G2X charger and that's what was causing the screen to come up. I'm not sure how helpful this will be for you because I found it really odd but once my sister started using the actual charger that came with the phone, it stopped doing that.
