Instead of or as well as having in-app ads, some apps have notification ads. I installed Easy MP3 downloader and this uses the notification ads which do get annoying but there is no way to stop them without uninstalling the app AFAIK.
There's a sticky about this over in Android Applications, also linked in the Android Lounge's "Android Things to Know" sticky.
There can be a delay between installation and the first ads appearing, so if you are installing apps frequently it may not be the most recent install that's responsible. There are a number of apps that can detect this stuff, and that post has links to a few of them. Anecdotally, just from reading other threads on this, my impression is that Addons Detector is the most successful at the moment.
The easiest way to stop it is to identify the app that's doing it and uninstall it.
