Well here it is, the LG Nexus 4! Without LTE

Go to your Google Voice settings and make sure your calls are forwarded to Gmail. That will forward it to Groove IP as well.
I don't see an option to do this. I can forward my calls to google chat is that what you mean?

Yes, Google Chat. That's what I mean. Google Chat is inside the Gmail interface, so I got that confused. Sorry about that.
 
Being on AT&T I'm tempted to pick this up once I get some cash or sell my Note LTE. I'm ok not having LTE even though I use it a good bit. HSPA+ is plenty fast for my needs. Only thing that would keep me from getting this is the lack of storage and not having my s-pen etc that I'm used to on my Note. For the price though it's super tempting. I've been wanting to try a Nexus for awhile and this might be the one.
 
I have a GV (Google Voice) number and I make calls using Groove IP Lite from my GNote10.1 tablet. However I don't know how to receive calls on it.

While composing this post the idea came to me that I probably can't receive calls since my GNot10.1 does not have a phone number, it does not have a place for a sim card. This leads to the questions if I have a phone with wifi but the service has expired can I use the number for it as the forwarded number in GV and receive wifi calls?

Will the Nexus 4 be able to receive wifi calls without a sim card?

Its already been said, but yeah, just click to forward calls to google chat. Also if you have a phone that doesn't have service, you can still use the groove ip app to send and recieve calls. You can also use the google voice app for text messaging (I believe if you purchase the groove ip app, it has a text version built into it, however I only have the free version and can not text)

I use this set up on my old droid incredible from when I had verizon service. Its been a year since I've had them, but upon booting the phone up, and following some instructions for groove ip, I have been able to set it up to send/receive calls.
