I just Rooted 2.2 and I tried to install Fresh Evo 3.1.0.2. It worked but for some reason it's just hanging at the boot screen. It's been about 15 min now and It keeps replaying the animation. What did I do wrong?

Did you do a complete wipe? If not, boot into recovery, wipe user data/cache/dalvik and try again.
