What I had to do was use USBDeview, as administrator, and uninstall all previously installed Android related drivers while the phone was unplugged, then install the two drivers located here: http://dl.dropbox.com/u/15306709/mototriumph.zip
Then plug the phone back in.
After that ADB has worked correctly. That link also contains USBDeview
I have been trying to get my Triumph to tether with PDAnet and EasyTether for over a week now. Neither would work - there was no ADB device in the Device Manager after connecting with USB. I could transfer to and from my SD card through USB though. I found that metatroid's procedure solved the problem. I did have to find the Motorola 32bit drivers for XP. I now have an ADB Interface device listed in the Device Manager and have a PDAnet connection working! This is being typed through the connection.
