Help What does safe mode actually do?

I'm on my third DX now. The first one worked fine except that the GPS died. The second one was rebooting itself about every 10 minutes. This third one reboots itself about 5 times a day.

I called tech support to find out if I should get another replacement or if it was somehow possible that it was my fault - even though I have all the same apps on the new phone as I did on the first which never rebooted. The Verizon person had me try safe mode. It hasn't been very long yet, but it looks like the reboot problem is going to go away in safe mode.

So, I'd like to understand what it's actually doing. The reason I'm confused is because I can still run all my apps, and my widgets are running. The only thing that doesn't seem to work is Pandora, but I have trouble with that app all the time anyway. What exactly is it _not_ doing that it normally does?
