Boost and VM seem to trade off on who gets the better phone. VM got the Evo V when Boost got the Evo Design 4G, VM getting the better, dual core, WiMax phone. So, when two Samsung phones were released to prepaid a few months later, Boost got the S2 while VM got the Galaxy Reverb.
I'm not sure that you can classify either Boost or VM as being a lower tier than the other -- Sprint seemingly tries to keep them fairly even; though they market the two a bit differently and typically give them different phones. I think that it is interesting, though, and possible signals VM having a bit of a higher status, that VM was given the iPhone and Boost has not gotten an iPhone. If the rumors are to be believed, at some point VM will get the iPhone 5 but we've still not heard rumors of Boost getting it.
Well, if what you're saying is true (which it seems to be to me...it makes a lot of sense!) wouldn't Boost get the next iPhone since Virgin has one already? That would make us in line for something else.

But seriously, that is a great point you have made. As far as speculation goes...maybe the Photon for us, and we can ship the Triumph to boost
Personally? I'd like to see more motorola devices on VM. Something that wasn't rushed like the Triumph (Though, once ROM'd it was a GREAT phone.)
I had the OG Droid and the Motorola Devour. I loved those things.
Time will tell, I suppose.
