I've seen the double circle show up with google weather alerts, so it is possibly that. It isn't identical, but the dot and exclamation could be additions for a severe alert.

I only assume that the notification in question is not on your personal device. Please understand there are innumerable notification icons in use. Unless someone has direct exposure to a particular icon, the chances are slim if we have an answer for you. Asking once will prove sufficient and a best guess or answer will be put forth by one of our members. If you get no reply, you can safely assume we simply do not have an answer to your question. Your best option is always to simply ask the party who has the notification on their device.

It’s the Samsung Software Update Notification Icon...It only can be in Samsung Phones.

Hello, I know that Notification Icon...You can have that Icon in Samsung A30 or other Samsung Galaxy phones...When you see that Icon it means your device memory is full...tap this image. Hope this helped.

The "flower" is Samsung's "Smart Things" app (I think it's supposed to represent a hub connecting to nodes rather than a flower).
