The trouble is that there are literally millions of apps, so apart from common ones it's a long shot that anyone will recognise a particular icon. You've asked in this thread repeatedly, and I'm sure the reason you've received no response is because nobody knows.
I'm generally reluctant to offer advice beyond technical matters, but it seems to me that if she won't tell you what the app is the question is "why?". There can be many reasons, but as we don't know either of you that's not a question anyone other than the two of you can answer.

There are a vast number of apps, of different types, that use hearts as their icons. And if that image is on the desktop rather than a notification it's even harder, because people can change the appearance of the desktop icons using "icon packs", which means the icon need not be the same as the one used by the app developer.
But I'm not even sure from that shot that that's necessarily an app icon. The semi-transparent effect is unusual, which makes me wonder whether it's actually part of the wallpaper. If it is an icon I strongly suspect it's a replacement from an icon pack rather than the original.
Bottom line: your best bet is to ask whoever's phone this was on.
