Welcome to Android Forums.
The Ring seems to be a fairly new addition to the Virgin Mobile network so I had to look up the info in the User Manual on page 20 at their website. Here is link: http://www.virginmobileusa.com/resources/phones/prepaid/manual/samsunggalaxyring-en.pdf
The blinking blue light indicates a missed call, message, or other notification.
We have a phone specific forum for your phone (listed in the forums home page), but it doesn't have a lot of traffic just yet.
You could help out and post any info you learn about the Ring, as you learn about it, in that forum. This will help others who are seeking answers to their Ring questions. You could even help by giving them advice about the Ring as you grow in your knowledge of the Ring.
