what is default modify battery statistics permissom

What. Does it do why is this needed is it going to miss my battery up

From what I found on google, that seems to be a poorly worded permission. What it actually means is that it allows an app to read, but not edit, your phone's battery stats.

In fact on the latest version of android it looks like it has been renamed to just 'BATTERY_STATS'.

I wouldn't worry too much about giving battery stat permissions. Some apps take current battery life into account and may kill its own process or reduce to a lower state of consumption once the battery is registering a pre determined, and sometimes user adjustable percentage.
