Help What is Emergency Call button under Pattern Security Lock?

On my Thunderbolt, I've set up a security lock pattern. What is the Emergency Call button under that pattern, and where does it call when you press it?

I'm pretty sure it's a legal issue. Phones must be able to call emergency numbers (e.g. 911) in any condition. So if it's locked or if the SIM card is removed or even if it isn't activated, you can still call 911.

It calls 911

It doesn't call anything, it opens a dial pad, from there you can call 911.(And possibly other emergency numbers but I can't verify)
