I would like to learn how to program and create apps using Android. At the moment I can't afford much.

Can anyone tell me what is the least inexpensive phone that I can use to learn android programming?

You can learn even without a phone or another device. You can test your apps using device emulator on computer. Android OS will be installed on emulator and app will run on it just like on real device.
All you need is computer.
