When ever I have a question about deleting a file, I copy it to my laptop, then delete it from the SD card... If the phone and all apps still work normally, then I figure I don't need that file.

All recovery images can be deleted from your SD card after you have flashed them.

I don't believe temp files arent ever vital to anything, I'm not 100% on that though.

Delete away! But as JB said, ALWAYS copy it if you are unsure
