What's a good prepaid plan/carrier to use with the One given these needs?

I need about 300 minutes a month and 2GB of data. LTE would be nice, but I'll settle for HSPA+42.
Don't care for text messaging (GVoice) but everyone's including unlimited text these days anyway.

Planning to get the "developer edition" so that would mean unlocked and able to work with all gsm carriers right?
I'm in nyc so the area has been refarmed for 1900 MHz.

TMobile's Simple Choice plan offers 2.5GB of data, unlimited minutes, and unlimited texting for $60/month.

Straight Talk has unlimited everything for $45, but I think it's only 3G.

AT&T doesn't offer any HSPA+42, only 21. So if you want 42, you'll need to use T-Mobile or a T-Mobile MVNO. Since you need 300 minutes, that more or less rules out the 30 dollar plan. Since you need 2GB of data, that means you would want to use their 60 dollar plan, or an MVNO such as Straight talk, Net10, or Solavei.
