A kernel is just the central part of the operating system. It won't change a whole lot that you'll notice.
A ROM is more like a snapshot of your camera. You load a ROM, you'll get a theme, apps, wallpaper, etc. Think of it as getting a new processor vs getting a new computer. (not a great example, but you get it)
