I'm confused. I used an iPhone for a year and it's very easy to use custom ringtones on one. It's a little more difficult (involves jailbreaking and ssh'ing into your phone and manually editing files) to change notification tones but that's possible as well.
 
currently im running a old muscle car theme, my ringtone is the exhaust note of a Olds 442 running straight pipes, my notifications tone is a pass by of a supercharged mustang and i change my backgrounds etc accordingly,


I have one for super cars (sequential BOV as notification is awesome) and motorcycles (starter for notifications) as well.

when I am not in the mood for automotive themes I usually use the opening portion of Andrew W.K.-Get ready to die for my ringer and the Ta-Da for notifications.

Just use the MP3 and ringdroid to crop out what you want...works like a charm!
