Cyanogen Mod has them for sure, to get them on plain gingerbread im pretty sure there is an app that will do it. check the market

I've used the Ultimate Online Theming Kitchen to do this on several different ROMs. check out their How-To tab for a quick tutorial of how to use the service.

just looking for a 1% battery icon for my notification bar.

1% increments was not supported with your device, the roms add the function as does a few apps but they are more of a guess

Percentage icons are a custom thing, try the Ultimate Online Theming Kitchen

Try Battery Monitor, by SIMMO Publications, this doesn't replace the stock battery icon, but shows 1% on the left side of the notifciation bar, and also have a look at BattMonX by Scary Alien. I'm also use Circle Battery Widget, by Cedric Depoortere which is a widget for the home screen

Battery Monitor by SIMMO is exactly what i was looking for, i like just the percentage in 1% increments.. and its pretty accurate.

What ROM do we choose because DX isn't in the list?

i dont believe you can use that on Dx, if you havent alrady try out CM
