I don't know were to get it I'm on stock Rom with anthrax kernel and I was trying to find kernel tuner can some one tell me were can I get at

One problem I cant install it ? Isn't the file post to be an apk file?

Ya it shoould be a .apk file, did you scroll down to the 3rd post and click downloads? That should take you to this page where you can pick the version.
