Where did all my RAM go??

So on average my phone as between 256mb-333mb of ram free, as shown by ATK.

Does Android really use up that much ram? Or does the Atrix reserve 512mb for the dock even though it's not being used? I remember I heard that from somewhere before.

less than 200MB is 'reserved' and I'm not even sure what for. I suspect that's reserved for the kernel, and the 800-some-odd MB is available for userspace (android GUI and apps). The reason so much RAM is in use on your phone is that it's worthless unless used. Apps are preloaded into RAM so accessing them is FAST. Additionally, apps that are not preloaded will stay in RAM after you start them up so that returning to them is also FAST. SO long as they are not consuming unnecessary battery life, there is no reason to kill any apps until all your RAM is consumed at which point android will decide which ones need to go.
