Sorry for misleading - Google Settings indeed doesn't appear as a distinct app in the App Manager. So it's obviously a different entry point into one of the other apps (same as "Contacts" or "People" and "Phone" just open the same app in different tabs).
I don't know why you can't see it on any of your devices (I have it on both of my current devices, running 4.4.2 and 5.0.2 respectively). Hiding it from the app drawer would be the obvious answer. I wonder whether anyone with an LG device would like to comment, since 2 out of your 3 devices are LGs.
Is the "Google App" you mention this one? That seems just to be a google search app, from the description.
