you shouldn't need a sim, as long as you're connected to a wifi network you should be able to get the update.

So my One X has been on the wifi for days now, and has been factory reset twice. Still no update to JB. What can I do? Again, I don't have a service provider for the phone.

You can always go the RUU route, but you'll lose out on any/all data on your device.

I'm assuming you've been using the check for updates button each day.
