Help which contact picked for caller-ID display?

When a call arrives at my phone, "magic happens" to use the caller-ID number value, search my contacts, and show something to announce the call.

My contacts consist of:
** SIM data
** phone data
** data from Google (Gmail, Voice)
** data from configured social networks

How does the phone's software decide which contact record to use for the new-call announcement?

NOW, Let's make it complicated...

I have groups of contacts that (1) have unique mobile numbers, and (2) at least one common number. Common numbers might be a work number because they are part of the same organization. They might be a home number because they are part of the same family. There are other reasons for "common numbers".

How does the phone's software sort out the various common number contacts to create a new-call announcement?

MY PROBLEM? It does not appear to be first found in alpha order. In addition, the new-call announcement changes for reasons that I cannot discover.
