Which tablet is better based on specs?

Okay, so I want to buy a chinese brand tablet because I want to branch out and get out of the high budget mindset of most tablet owners. I don't have 300 to spend on a Nexus 7 or Tab. So I found these two. Cube tablets (if someone with one could back me up) seem pretty legit. My decision is between these two.

The first and what I'm definitely leaning towards

The second which the OS is kinda troubling

Is that second one running Windows 8?
I love how the benchmarks are compared next to a Nexus 1.
Honestly, if I had to choose between the two, I'd go with the first one. This is a nice writeup one of the Guides made about Chinese phones/tablets.
