Help White Line - Cant Access My Nexus 7

I've never seen that - and I'd be suspicious about malware or a browser hijack.
If it were me, unless someone knows better, I'd go right into recovery and do a factory data reset.
If that is malware related, change every password you've tried.

No, he cant access it so he called & asked me to help him fix it. I've never seen the prompt myself, thus my visit to these forums.

It looks like password protected or even encrypted. If you don't know the password, factory reset may be the only way.

I called him on the phone and told him it needed a hard factory reset. He said he's getting the dreaded "no command" boot loop when he goes into recovery mode. Additionally he said when he hooked it up to his PC the computer locked up. Im thinking he's got some nasty virus on it.

Reflash factory image. If he doesn't know fastboot and adb try wugs nexus root toolkit.

No problem. That toolkit is very easy to use. First thing it will have you do is unlock the boot loader. That will wipe all data.
