Where is the white shopping bag icon

That's the Google Play store and comes pre-installed on most devices.
If you mean the icon is just missing from your homescreen (perhaps accidentally deleted the shortcut) there are a couple ways you could restore the icon.
1.) Open your app drawer that displays all apps installed on the phone. Tap and hold the Play Store icon and drag back onto your home screen.
2.) Longpress on the homescreen, choose "application" and select Play Store.
If the Play Store is missing from your phone completely, you can follow THIS LINK in your device's web browser and download the install file for the play store. Before doing so you will need to enter the device settings: settings>security>unknown sources. You will need to check that box to allow you to install the application.
