Help Why are my lights on when the phone is idling?

Im not sure if its normal but the lights on the bottom of my phone (home menu back search) light up sporadically every once in a while. Is this a feature cause I have never seen it??
 
I have this issue too. Mine isn't sporadic though, it happens if I plug it in to charge and I don't cycle once through locking -> unlocking -> locking. Not sure why it is, but I found that fixed it for me...
 
Happens to me occasionally (not often though).. pretty sure its not a feature as it would make no sense and have no functionality behind it. Probably a hardware bug.
