Root why cant we use task managers

Because it gives you more free space on your Ram and make you phone preform faster, they're afraid for your phone to be faster than theirs.

Just kidding,

I mean as long as the app you're killing isn't something you need running, and most apps that notify you have a service that turns them on when needed, so they still come back on.

Its okay to use one to kill apps such as Facebook, Maps, the Phandroid app and other user apps that like to run all the time for no reason. Android in itself is a great memory manager and kills apps on its own, but with like anything its good to get a little help sometimes.
