Help Why is network/wifi positioning so bad

Hey all. wondering if this is normal. when i turn on the google wifi and network location feature, my position is always displaced by about a kilometer. thats about .4 mi for the american folks i think. Is that normal? If not how do i fix it?

maybe it'll get better after u use ur gps along with it, and its better able to track ur position first? i dont know but thats how my phone did it.. it used to be way off, now it gives a very accurate location when im indoors... using network/wifi only
