Why is the FAQ section at the bottom?

For quite some time I have wondered why the FAQ sub-forum is buried at the bottom of the main forum page. With all the great info in there why have it buried at the bottom of the page?

I suggest moving it from Community Info and Talk to the top under at least Android Community or even above that in it's own sub section.

The FAQ that's linked as a subforum to the introductions section? It's right there at the top of the homepage.. ?
