I find it amazingly stupid that one needs a third party app in order to keep the wallpaper from scrolling. Can someone tell me a way to disable that without an app? That would be fantastic!

It depends. What kind of phone do you have? some phones have that setting in homescreen settings. Or any third party launcher

What version of Android are you running?
Are you using the stock launcher or a 3rd party launcher?
