Help Wierd app update notification and automatic shortcuts appearing

Has anybody gotten notifications for strange apps that have descriptions that are not in English in the app market?

I got an update notice for this thing that appears to be called MTC from OJSC mobile telesystems. It has a "@" as a logo.

Also I've been getting shortcuts appearing on my main screen that lead to handango app page just popping up out of nowhere. Not sure if it's related but seems to have happened after getting notification for the first thing I mentioned.

How do I get rid of this stuff?
 
I saw this update today as well. Luckily, it said it had failed, but still shows that there is an update available for it.

Go into your settings, applications, all, and go to play store. Freeze it, uninstall all updates and then reboot phone. Then open play store and accept the permissions from play store and check to see if it is still there.

Thanks for tip. The update has gone away without having to do anything.
