My Galaxy S4 recently developed an issue of WiFi not auto-connecting to known WiFi networks, not recognizing open signals. If I try to connect, status just shows Saved, not connected. A reboot is required before the WiFi will see any networks and connect. I'm on a CM 5.1 ROM which otherwise works perfect. WiFi problem has just recently shown up, but been on this ROM long before the issue occurred.
