My WiFi won't turn off or connect to a network

By "won't turn off" do you mean that the on/off toggle in Settings/Wifi has no effect?

Can you describe any error messages seen when you try to connect to a wifi network?

Yes WiFi on/off toggle has no effect and WiFi settengs is not responding

Try restarting it, if that doesn't, try factory reset, and if that doesn't either, it's probably faulty, repair or replacement required.
