Help Wifi go bye bye?

Just this morning I could connect, and now I can't. I don't get it. Granted it's my neighbor's wifi but still, it is open. Says connecting then disconnected.

tap the connection and tap forget, than turn wifi off and on again than try it.

I tried that already. First thing I did when I noticed the 1x thing.

I'm had the same problem a while back... Ended up being due to restoring settings via TiBU.
