Wifi Hotspot with phone

If you use the wifi hotspot on the motorola electrify from US Cellular, can they see that you are using it? I would like to know for both a rooted and a non-rooted phone. I want to use the hotspot without paying the extra $25/30 a month. How can I get around this? Or can they only see if I am using data? Is there a different app that acts as a hotspot without having a usb cable to tether with too that they won't see?

The prepaid plan has hotspot, I don't know the specifics because I don't have the phone or plan. But my dad does. It's around 70 a month for unlimited everything and you can use hotspot.
