Wifi Issue

Hey guys, I have a rooted Galaxy S2- tmobile version and i have no issues connecting to wifi at home and when I was out the other day a friend turned on his wifi hotspot and i connected. But when I try to connect to any other hotspot, I get the connection but only get grey bars, not blue and can't get online. I know it's a setting but can't figure out which one. Any tips? Would be nice to get Wifi when out and about.

Almost forgot, Running CM10(stable) with Next Launcher.

To be honest I don't know, I rooted the phone as soon as I got it, lol. Just couldn't wait!!
But seriously, I know it's a setting but I can't figure out why it connects to some networks (i.e. my home wifi and my friends mobile wifi), but not public hotspots.
I can connect to them but have no internet access. Kind of like the windows limited connectivity errors even though you are "connected" to a network.
I gotta get this figured out. Have there been any other instances regarding this?

I think it has to do with the wifiscan intervals. Rushing on XDA managed to get UVLH1 build of ICS working better by changing to Wifiscan_interval = 15... Where that is? You'd have to ask him.
