WiFi only device

Hello,
My sister is looking to replace her iPod touch. She is considering what is branded as a Virgin Mobile LG Optimus F3 after I bought one as a phone. She won't take my word for this, so Im asking again... Can she just buy the phone and use the Play Store over WiFi without activating the phone or paying for a beyond talk plan? Sorry about making another thread about this but she will not take my word for it.

yes no activation required. Wifi works regardless. I use my old phones as music and alarm clock on wifi all the time. Playstore access is based on gmail account not phone activation.
