Wifi only?

I am using my vortex as a wifi only device. It is signed into a Google account but not connected to a carrier. Is there any apps to use the phone or text over wifi without having a phone number assigned to it?

Google Voice, maybe? It also works off of a phone number though. But the phone number is assigned by Google, not by a carrier.
