Help WiFi receptor keeps toggling itself on

I have been looking at how the heck can I stop the WiFi toggle from going on.
HECK it happens sometimes immediately after I turn it off. Unlike other Android devices I have had under the same carrier, this one doesn't have much control over when the wifi receptor should be on.

As you can see... There is not much to that. Also, the receptor just turns itself on, even just a second or 3 away from being turned off. I currently do not have the best data network, and the very little I have I use it in unallowed tethering for when I am home and have things to do. Because sadly, I cannot afford a decent network provider just yet

I had turned it off and immediately went on. it happens whether I use PDANet or not, even just via Text it turns on by itself.

If there is a way through root [it is rooted also, but this was going on since before] to just stop that crap from happening, I would really appreciate it if someone could give me some support.
 
Hi and welcome to Android forums. :)

This is a result of your connection (un)optimizer :D and should be easy to disable.

Go to settings> more> mobile networks - and uncheck connection optimizer and you should be all set
