wifi tether not working

I'm having same problem with wifi! Except mine is with Cinci bell from an unlocked Tmo phone. They are blocking tethering and aas soon as i use a rooted or the factory wifi app it redirects my browser from rooted phone and the connected device! "Your plan does not include tethering please dialled 611. Error code 201"
I'm rooted and my hboot version is 1.17.1111 with s-off, os version 2.3.4, software number 1.45.531.1. I've used it with tmobile even rooted apps, I do brlieve i rooted with revolutionary. But I have no wifi tether manager. Any other suggestions??

Thanks thought it might have been an HTC problem! I haven't had problems like this with my Lg g2x, moto droid1, or my Droid Inc. Not sure what is going on
