WiFi vs mobile network

This is not Android-specific, if you think it should be placed elsewhere please advise. - My understanding and observation is that if no WiFi connection is available it is still possible to access the internet (say) via the mobile phone network. Is the converse true i.e. if only WiFi is available can one use it to send SMS messages?
 
No. SMS does not use the internet, which is why it can't be sent without mobile networks. SMS protocol is older than commercial wireless internet. There are services like Google Voice that let you receive and send messages or calls over the internet, but that's country specific.
