Wifi won't turn on

I have a Moto G8 Power with Android 10
My wifi has gradually deteriorated from occasional dropped connections to complete failure.
When I go to settings> Networks & Internet>WiFi the status is Off. I move the slider to On but it remains in Off mode.
If I tap the bar it then says "turning wifi on" but it never does. It won't advance beyond that point
Usually when it kept dropping connection I found the only solution was to restart the phone which, if I was lucky gave me some minutes of connection. Now restarting doesn't make any difference
I tried anti virus, a program called "Repair System" also CCleaner but neither helped
Now I can't download anything without a connection
I don't have any mobile data
If someone could help with a solution I'd be very grateful
 
you might have to do a factory reset, so if you can i would backup now.
I thought about doing that but I can't back up without being online.
I can transfer files and PDF to my computer. Unless there's a way of backing up the system, apps etc to PC I'm still stuck

I did a factory reset and got back in to my phone. It worked for long enough to set it up and install a few apps then connection dropped just like before
After much trying I no longer have any internet and sim card settings have gone blank. I can no longer make calls in or out
 
Everything is backed up to your Gmail account, which includes your installed apps.
Thanks. I did a factory reset and only managed to retreive my contact list. Had to download all the apps again
The problem persists
Now I've lost access to my sim so I cant call or use internet
I'm stuck
