I remember someone posting a couple months back that Bell announced it would upgrade to ICS. I searched for the article but couldn't find it. If not, download it from Sammobile and flash it.

I doubt we will, I don't think we even got the 2.3.6 update did we? I just updated it using Odin, easiest way for sure.

Bell never issued a single update for the sgs2 since its release. If we wait for Bell we could be waiting for a very long time. That said , I have flashed LPH ICS a while ago and am pleased with it. Not waiting after Bell any longer . As soon as the first official ICS is released from anywhere, it will be on my phone.

Did you have to root your phone to do this or is this a firmware update threw Ordin ?

As Sword Fish stated, you don't need to root (I'm not rooted).
I simply flashed the Frankenstein version of LPH (from XDA) with Odin, then flashed back bell's csc. Lastly I flashed LPB modem since I found it better than LPH modem on Bell's network. Everything is smooth without issues but I always back up and wipe after flashing a firmware.

This is just my opinion, there's no facts in it at all just speculation.
I would say bell will release ics sooner rather than later. A lot of carriers have been slow to release different versions of gingerbread, mainly because they are already on gingerbread but that doesn't mean they will do the same with ics. If they hang back now which phone will people buy the gb or the ics? Its in all carriers best interest to release ics.
