Will ROM manager restore everything?

So I flashed a new ROM but was unable to recover my apps and data with titanium backup. However, before backing up, I used ROM manager to Backup ROM. My question is, does it back up all the data on my phone? Of so, if I restore my backup, will I get back all my pictures, other data and apps?

Assuming you backed it up properly the first time and you kept the files in the same location, then you should be able to restore everything back to the moment you made the backup. Just a word of warning that ROM Manager doesn't like Samsung phones and can cause some problems if used.

curious as to what phone you have?

i know that for the htc evo 4g, rom manager was never recommended to be used as it created more problems then it was worth. it never wiped or backed up things properly.

i never trust an app to do things that i can do manually thru recovery.....for rom manager it also needs clockwork mod recovery which i never liked as well.

but to answer your question, yes rom manager should be able to make nandroid backups, and you can also restore your nandroid backup thru the app as well.

you should learn how to use your recovery and do it manually.....IMO
