Will the Note 6 be dockable, and run a laptop?

Most of modern smartphone / tablet are designed to run on battery all the time, that's why you can't power on those devices without a battery like a real laptop. Unless you are sure that your device can run on charger without affecting battery lifespan.

I always like to see new ideas. If this is true, and the execution sucks (like many firsts), it at least opens the door to new ideas.

For example, I could see this implemented on one of Google's devices. Stock Android as a phone. Plug into a laptop and run their desktop software.

I'm sure this could spark some other creative ideas as well.

It also reminds me a bit of the Ubuntu phone concept. You dock it for a full Ubuntu desktop experience. All your files on the go. Just grab your phone and you're off.
