Will Verizon OTA 2.2 be bootlocked?

Noob question --- any guess about the future 2.2 OTA for Fascinate being bootlocked like the Motorola? Who controls the locking? Samsung or Verizon? I don't want to lose control of my phone's full abilities. Thanks.
