Wireless Tether work on 4G not on 3G??

Help, how come I can get this working with 4G, but not with 3G?

To get it to work on 3G you must purchase the service plan.

I thought I've read you can tether wirelessly with 3G or 4G if rooted and using wireless tether from market?
