Help Won't download apps unless in wifi?

First, I am on a data plan. Whenever I go into the app store and try to download an app when I'm not in a wifi area, an orange triangle with an exclamation point appears in my notifications bar and the app doesn't download. However, when I am in on wifi, apps download fine. Anybody know what my problem is?
 
Check: Settings>Battery & Data Manager>Data Delivery
Make sure 'Data enabled'(Enable data access over Mobile network) is checked.

Also try a complete shutdown and Startup of your phone.
